if you are talking about the black looking stuff that stays on
while the rest of the rug pulls off just get a putty knife and start
scraping....takes a little time and work but it really is the easiest
way.....
Depends on what your floor is made of, but my suggestion would
be dishwasher detergent combined with water and maybe a Scotchbrite (TM)
sponge. If you're worried about the floor, go with 50/50 Dawn dishwashing
liquid and water, along with a sponge.
Get the floor very wet as in trying to wash it. Then, use a
nylon scraper and scrape the backing off. Nylong won't scratch linoleum
and tile like metal scrapers will.
